Explanation
(This amendment provides $7.5 million the second year from the general fund to reverse the action in the introduced budget which would reclassify therapeutic foster care services provided through the Comprehensive Services Act (CSA) as a residential service, resulting in an increase in the match rate for localities. In addition, the amendment provides $6.5 million the second year from the general fund to lower the local match rate for all other residential services funded through CSA from about 46 percent to 34 percent on average statewide, the level which existed prior to fiscal year 2009 when financial incentives were adopted to encourage the use of community-based services.)
