Page 410, following line 32, insert:
"4-5.11 UNFUNDED MANDATES
Notwithstanding any other provision of law, for fiscal years 2011 and 2012, any locality may be exempted from any mandate from the Commonwealth, whether by statute or by regulation, for which the funds proposed to be allocated by the Commonwealth are not adequate to met the state funding responsibility.  There shall be no unfunded mandates."
