"Q.  The Commissioner shall continue developing a plan based on Option 2 of the Report Regarding Acute Psychiatric Services for Children and Adolescents submitted December 15, 2009 that requires the continuation of publicly funded acute inpatient psychiatric care through state operated mental health facilities for children and adolescents.  The plan shall be submitted to the Chairmen of the Senate Finance and House Appropriations Committees no later than December 1, 2010."


Explanation
(This amendment reduces $2.1 million GF each year that was proposed in the introduced budget to provide inpatient mental health services for children who do not have other insurance to pay for needed treatment. Language is also added to continue developing a plan to operate child and adolescent treatment beds at state mental health facilities. A separate amendment to Item 309 restores general funds to continue operating 48 treatment beds at the Commonwealth Center for Children and Adolescents in Staunton, making this additional $2.1 million GF unnecessary.)
