Page 83, line 38, insert "24. Notwithstanding other requirements in this Item, for the first year and the second year, no school division shall be required to meet any program or local matching requirements for any program funded with Lottery proceeds, with the exception of Foster Care, as long as the funds are used for public education purposes.  In the case of programs where funding is calculated based on participation levels, such distributions shall be based on projections in SB 30 as introduced."


Explanation
(This amendment permits, for FY 2011 and FY 2012, school divisions discretion on the expenditure of Lottery-derived funds, rather than requiring such funds to be spent specifically on the following programs: Enrollment Loss, At-Risk, Virginia Preschool Initiative, Early Reading Intervention, Mentor Teacher, K-3 Class Size Reduction, School Breakfast, SOL Algebra Readiness, Support for School Construction and Operating Costs, Regional Alternative Education, ISAEP, Special Education Regional Tuition, Career and Technical Education Categorical, No Child Left Behind/Education for a Lifetime Programs, Project Graduation, and Supplemental Basic Aid. In addition, local matching requirements are waived.)
