Page 59, after line 31, insert:
"Notwithstanding the provisions of § 15.2-2230, Code of Virginia, the requirement to review the comprehensive plan once every five years is hereby suspended.  However, every local government required to prepare such a plan must establish a schedule for updating its comprehensive plan that meets the needs of the community."
