Page 255, following line 31, insert:
"E. Notwithstanding the provisions of Section 53.1-20 of the Code of Virginia, persons convicted of felonies committed on or after January 1, 1995, and sentenced to the Department of Corrections or sentenced to confinement in jail for two years or more shall be placed in the custody of the Department and received by the Director into the state corrections system within sixty days of the date on which the final sentencing order is mailed by certified letter or sent by electronic submission to the Director by the clerk."


Explanation
(This amendment adjusts the definition of state-responsible offenders from felons with sentences of one year or more to felons with sentences of two years or more. A companion amendment to the Compensation Board in Item 418 maintains the same jail per diem of $14 for felons housed in jail with sentences of one year up to two years. This is one of a series of amendments to enable the criminal justice system to manage its workload effectively during a period of severe budget reductions.)
