"R. If there is an extension through June 30, 2011 of increased Federal Medical Assistance Percentage under the American Recovery and Reinvestment Act (P.L. 111-5), the reduction of $2,100,000 from the general fund each year in this item shall not become effective and the funding shall be provided for community mental health services for children.”

Explanation
(This amendment reduces $2.1 million from the general fund each year that was proposed in the introduced budget to provide community inpatient mental health services for children who do not have other insurance to pay for needed treatment, due to the proposed closure of the Commonwealth Center for Children and Adolescents (CCCA) in Staunton. A companion amendment in Item 309 fully restores funding for the CCCA. This amendment adds language to restore funding for children's community mental health services if Congress passes a six-month extension of increased Federal Medical Assistance Percentage (FMAP) through June 30, 2011.)
