Notwithstanding any other provision of law, the Director, Department of Planning and Budget, shall transfer $23,500,000 of the amount appropriated in Chapter 1, 2008 Acts of Assembly, Special Session I for project 17457, (Repair/Replace Central Virginia Training Center) to project 17733 (Construction of Community Housing for Central Virginia).2. Project 17733 (Construction of Community Housing for Central Virginia) shall be completed by July 1, 2012. The Department of Behavioral Health and Developmental Services is directed to complete this project in partnership with the Virginia Housing Development Authority and the Department of Housing Community Development."
