"Q.  Out of this appropriation, $1,000,000 the first year and $1,000,000 the second year from the Temporary Assistance to Needy Families  (TANF) block grant shall be provided to the Virginia Alliance for Boys & Girls Clubs to deliver services to TANF-eligible populations at their 103 club sites across Virginia.  These funds shall be matched on a two-to-one basis by the Virginia Alliance.  The Virginia Alliance shall provide an annual certified audit to account for the expenditure of funds and a performance report to the Chairmen of the House Appropriations and Senate Finance Committees by June 30, 2010."


Explanation
(This amendment adds $1.0 million each year from the federal Temporary Assistance to Needy Families (TANF) block grant to the Virginia Alliance for Boys & Girls Clubs for services to TANF-eligible populations at the 103 club sites throughout the Commonwealth. The funds will be matched on a two-to-one basis by the Virginia Alliance and shall be used for outreach to 3,000 new children between ages six and 18, with a focus on foster children, teen pregnancy prevention, drop outs, truancy, and unhealthy lifestyles. Language requires an annual certified audit and a performance report to the Chairmen of the House Appropriations and Senate Finance Committees at the end of the biennium.)
