"RR. The Department of Medical Assistance Services shall amend the State Plan for Medical Assistance and any related state regulations to increase the personal needs allowance for institutionalized individuals from $40 to $50.  Out of this appropriation, $950,000 the second year from the general fund and $950,000 from nongeneral funds is provided for this purpose.  The department shall have authority to implement this change prior to the completion of any regulatory process undertaken in order to effect such change."


Explanation
(This amendment adds $950,000 GF and $950,000 in matching federal Medicaid funds each year to increase the personal needs allowance from $40 to $50 per month for nursing home residents; the national average is $49 based on current data. Prior to the 2007 Session, the amount of the personal needs allowance had not been raised in Virginia since 1988. Residents use the personal needs allowance to purchase personal items and services not covered by Medicaid, including toiletries, telephone charges, haircuts, cards, reading materials, clothing, etc.)
