Page 289, after line 18, insert:
"RR.  The Department of Medical Assistance Services shall implement presumptive eligibility procedures to expedite enrollment and delivery of prenatal care services to pregnant women.  The department shall have the authority to promulgate emergency regulations to implement this amendment within 280 days or less from the enactment of this act."


Explanation
(This amendment adds language authorizing the use of presumptive eligibility procedures for prenatal services to pregnant Medicaid applicants who are awaiting enrollment in the Medicaid program. Pregnant Medicaid applicants who are American citizens are now experiencing lengthy delays in enrollment when they must secure an original birth certificate, especially out-of-state birth certificates which can take several months to receive. Since early prenatal care is considered critical to ensuring healthy birth outcomes, presumptive eligibility would allow these individuals to receive prenatal services while the enrollment process is pending. Presumptive eligibility for pregnant women is authorized by federal law.)
