Explanation
(This amendment adds $75,000 each year from the general fund and language to develop a Chronic Obstructive Pulmonary Disease (COPD) state plan. This is a recommendation from the Virginia COPD Summit held in November 2007. COPD is the fourth leading cause of death in the United States, and it is estimated that 332,616 Virginians are living with this disease. The annual cost of COPD in the United States was $37.2 billion in 2004. COPD is one of the most significant preventable public health problems, primarily because the vast majority of those affected by this disease are smokers.)
