"F.  Out of this appropriation, $250,000 the first year and $250,000 the second year from the general fund shall be provided for two to four HIV prevention programs targeted at young people under 25 years of age.  The Department of Health shall make the funding for the programs available in two health districts in which the annualized HIV incidence rate exceeds the state's incidence rate of 6.1/100,000.  The department shall use an internally competitive process to select the health districts and encourage local public-private partnerships in the awarding of the funding for the prevention programs."


Explanation
(This amendment provides funding and language to develop two to four HIV prevention programs targeted at young people under 25 years of age. Rates of HIV infection among young people is not declining and Virginia is among the top states in rates of HIV transmission. Other sources of funding for community-based HIV prevention focus on testing and treatment. This funding would be focused on those areas of the state with higher annual rates of HIV transmission than the overall state rate, primarily the City of Richmond and the Hampton Roads and Tidewater regions.)
