Explanation
(This amendment requires the Secretary of Health and Human Resources to establish an implementation team to oversee guidelines on a system of financial incentives to localities to use community-based services in lieu of residential services for children in CSA. Language in the introduced budget raised the state share of funding in CSA for community-based services and lowered the state share of funding for residential services as an incentive to promote a system of community based care for children in CSA. Language is added to require localities to review their caseloads for those individuals who can be served in the community and to transition these cases to the community for services. Language is also added to exempt certain CSA cases receiving residential services from the lower state share of funding as required in the introduced budget.)
