Explanation
(This amendment adds Rappanhannock County to the list of school divisions that would receive a phased-in Cost of Competing Adjustment (COCA). Currently, in recognition of the common labor market, school divisions in Northern Virginia's Planning District 8 receive a COCA to their Standards of Quality funding of 9.83 percent for instructional positions and 24.61 percent for support positions; and the other Virginia school divisions also included in the federally-designated Washington-Baltimore-Northern Virginia, DC-MD-VA-WV Combined Statistical Area receive 25 percent of the Planning District 8 COCA percentages.)
