"11.  Targeted Hold Harmless for Composite Index Increases
An additional payment of $7,746,685 the first year and $6,120,180 the second year from the general fund is provided for payments to school divisions that experienced a severe increase in their Composite Index of Local Ability-to-Pay from the 2006-08 biennium to the 2008-10 biennium.  Funds shall be disbursed by the Department of Education as set forth below:"


Explanation
(This amendment provides for "hold harmless" payments to the school divisions that experienced the largest increases in Composite Index of Local Ability-to-Pay from the 2006-08 biennium to the 2008-10 biennium. The increases for these school divisions ranged from 0.0501 in the case of Accomack to 0.1563 in the case of Northampton. These payments, when added to the estimated Direct Aid to Public Education funding in the introduced budget for FY 2009 and FY 2010, will bring total state education funding for the school divisions up to the level of funding estimated for the school divisions for FY 2008, under Chapter 847, Acts of Assembly of 2007.)
