"C. The department shall adhere to the policy set by the 2002 Session of the General Assembly concerning the application of tolls or user fees on Interstate 81. Tolls or user fees may not be imposed on Interstate 81 passenger cars, pickup or panel trucks, and motorcycles as defined in §46.2-200 of the Code of Virginia. The Department is further directed to withdraw its application to the Federal Highway Administration for I-81 to be a Federal Tolling Pilot Facility."

Explanation
(This amendment prohibits the Department of Transportation from applying tolls to passenger vehicle traffic on I-81. In addition the amendment directs VDOT to withdraw its application to the Federal Highway Administration for I-81 to be a Federal Tolling Pilot Facility.)
