"No later than September 1, 2008, the Commissioner of the Department of Agriculture and Consumer Services shall solicit proposals under the Public-Private Education Facilities and Infrastructure Act of 2002 to outsource companion animal records reporting and inspection of companion animal custodial facility venues.  The Department shall report to the Chairmen of the Senate Finance and House Appropriations Committees by December 1, 2008, on the results of its solicitation and the progress of efforts to outsource these activities."

(This amendment directs the Department of Agriculture and Consumer Services to pursue the privatization of companion animal records reporting and inspection of custodial facility.)
