Page 58, after line 41 insert;
"N.  Notwithstanding the provisions of § 20.15, Code of Virginia, on each marriage license issued under § 20-14, Code of Virginia, there is hereby levied a license tax of $50, which tax shall be collected by the clerk when the license is issued and accounted for as in the case of other state taxes collected by the clerk.  Ten dollars of this license tax shall be allocated to the Office on Family Violence at the Virginia Department of Social Services for distribution to community based domestic violence agencies, $30 of each tax shall be used to administer and provide grants to local community-based domestic and sexual violence agencies to provide age appropriate services and prevention programming to children and youth, and their non-offending caretakers who have been exposed to or experienced domestic or sexual violence."


Explanation
(This amendment increases the marriage license tax from $20 (currently specified in the Code) to $50 and allocates the additional $30 to grants to local community based sexual and domestic violence abuse services. A companion amendment in the Department of Social Services appropriates the new funding, estimated at approximately $1.6 million a year,)
