"A. Out of this appropriation, $62,043,300 each year from the general fund is designated to restore higher education funding for base operations to the level provided prior to the Governor's October 2007 Budget Reduction Plan.
B. Out of this appropriation, $19,139,289 the first year and $28,714,607 the second year from the general fund is designated to provide an average faculty salary increase of four percent in each year of the biennium.
C. Out of this appropriation, $24,926,131 the first year and $58,967,173 the second year from the general fund is designated to provide additional undergraduate student financial assistance.
D. Out of this appropriation, $6,283,810 the first year and $12,567,621 the second year from the general fund is designated to provide additional graduate student financial assistance.
E. Out of this appropriation, $8,484,051 the first year and $16,572,274 the second year from the general fund is designated to provide additional operating support for the operations and maintenance of new facilities.
F. Out of this appropriation, $17,164,982 each year from the general fund is designated to restore higher education funding for maintenance reserve to fiscal year 2008 levels prior to the Governor's October 2007 Budget Reduction Plan.
G. The Director, Department of Planning and Budget, shall distribute the funds provided in paragraphs A through F to higher education institutions consistent with the recommendations calculated by the State Council of Higher Education for Virginia.  The Director, Department of Planning and Budget, shall submit a report by July 15, 2008, to the Chairmen of the House Appropriations and Senate Finance Committees setting out the distribution of these funds.
