Explanation
(This amendment provides funding for the installation of vault liners for use in veteran burials at no charge to the deceased veteran's family. Currently, families of deceased veterans buried at either the Albert G. Horton, Jr., Memorial Cemetery or the Virginia Veterans Cemetery pay between $800 and $1,000 for the purchase and installation of these vault liners. The amendment provides funding for the Department of Veterans Services to purchase these vault liners at about $250 per liner and install them for veterans' families at no cost. The amendment also contains funding for both a hydraulic vault cart and part-time staff person at the Virginia Veterans Cemetery, which is located in Amelia, to permit installation of the liners. The Horton Cemetery in Suffolk already has the equipment and sufficient staffing to install the vault liners. Beyond 2010, it is hoped that the federal funds will allow for the purchase and installation of these vault liners and no additional funding from the Commonwealth will be necessary.)
