"H.  Out of the amounts appropriated for Statewide Agricultural and Urban Non-Point Source Water Quality Improvements, $80,000,000 the first year and $100,000,000 the second year from the general fund is deposited into the Virginia Natural Resources Commitment Fund, which is to be established within the Virginia Water Quality Improvement Fund, for use in providing matching grants for the implementation of agricultural best management practices, pursuant to the enactment of House Bill 1335 of the 2008 Session of the General Assembly."

Explanation
(This amendment provides $80 million the first year and $100 million the second year from general fund for deposit into a Virginia Natural Resources Commitment Fund established pursuant to the adoption of HB 1335 by the 2008 Session of the General Assembly. This fund, which is to be established as a sub-fund within the Virginia Water Quality Improvement Fund, will consist of general fund deposits equal to 10 percent of the net revenue generated by one percent of the sales and use tax up to a maximum deposit of $100 million. The legislation requires that 57 percent of the amounts deposited into this new fund be used for non-point source pollution prevention within the Chesapeake Bay watershed and 38 percent be used in the Southern Rivers region. Given the fund supports the Agricultural Best Management Practices Cost Share program, farm owners would be responsible for between 25 to 50 percent of practice implementation costs.)
