"F.  Out of this appropriation, the State Board of Social Services shall implement the revised classification and compensation structure for local department of social services staff to ensure that staff are correctly classified according to their job duties and compensated at levels more closely aligned with market rates in order to recruit and maintain an adequately trained workforce."


Explanation
(This amendment provides $1.6 million in each year from the general fund and a like amount each year from nongeneral funds for the State Board of Social Services to implement the Classification and Compensation Structure for local department of social services' staff, adopted in June, 2007. Currently, local departments of social services do not have sufficient funding to implement the revised classification and compensation structure. Local departments currently operate using an antiquated Classification and Compensation Structure that has not been updated since 1984. The new classification and compensation structure is designed to recruit and retain a qualified workforce and reduce turnover rates in jobs that provide essential services such as foster care and protective services.)
