"F.  As a condition of this appropriation, effective July 1, 2008, the Department of Social Services shall provide a 15 percent increase in cash assistance payments in the Temporary Assistance to Needy Families (TANF) program.  Thereafter, the Commissioner shall establish a reasonable, automatic adjustment for inflation by increasing TANF cash assistance each July 1 by an amount equal to the increase in the Consumer Price Index-All Urban Consumers (less medical care) during the most recent state fiscal year for which data are available from the U.S. Bureau of Labor Statistics."


Explanation
(This amendment provides federal Temporary Assistance to Needy Families (TANF) funds for a cost-of-living increase in TANF cash assistance payments beginning July 1, 2008. The typical payment for a parent with two children would be increased from $320 to $368 per month. Language is also added to require an annual cost-of-living adjustment effective July 1 of each year. TANF payments have been increased only two times since 1974. Currently a family of three receives benefit payments that are less than one-fourth of the federal poverty income level. TANF funding is available for this purpose since the TANF caseload has dropped by half since 1995, while the federal funding has remained constant.)
