Explanation
(This amendment provides $250,000 GF each year to develop two to four HIV prevention programs targeted at communities where an unusually high use of crystal methamphetamine (meth) is documented, because its use promotes at-risk behaviors that put the user at risk of contracting HIV. These programs would be expected to enhance Virginia HIV prevention programs already in place. The Virginia Department of Health has documented that Virginians test positive for HIV at a rate of three new cases per day.)
