Explanation
(This amendment provides $1.0 million the first year and $1.3 million the second year from the general fund each year to increase the number of direct service associates (DSAs) in the Department of Mental Health, Mental Retardation and Substance Abuse Services who are eligible to participate in the DSA Career Pathway program. The program rewards DSAs with salary base adjustments after the worker completes certain employment and training with the goal of improving client care and decreasing turnover and vacancies in state mental health and mental retardation facilities. Funding was added in the 2006-08 biennium to begin implementation of this career path program, which was estimated to serve about 200 DSAs during its initial implementation. However, funding in the base budget for the agency is insufficient to serve an additional 73 DSAs who are currently eligible to participate in the program or additional DSAs who may qualify to participate over the next two years. The Department of Mental Health, Mental Retardation and Substance Abuse Services employs more than 3,800 DSAs who provide direct care to individuals with mental illness and mental retardation in its facilities. A study by the Department has indicated that turnover of direct service workers is more than double the statewide average of 11.1 percent, leading to excessive overtime costs for the Department to cover vacancies.)
