"AA.  Out of this appropriation $400,000 the first year and $400,000 the second year from the general fund shall be made available to support workforce development for emergency psychiatric services.  The funding shall be used to provide one-year fellowships for individuals specializing in psychiatry at a Virginia institution of higher education and who are willing to provide emergency psychiatric services.  Funding would be used for recruitment, resident stipend, faculty, and training.  Before a fellowship is awarded, the individual shall sign a written contract under the terms of which he agrees to be employed, as designated by the Department of Mental Health, Mental Retardation and Substance Abuse Services. Such employment shall begin within one calendar year after the completion of the fellowship and continue thereafter until he has been continuously employed in a qualified job for a period of years equal in number to the years that he has been or shall be a beneficiary of the fellowship program.

(This amendment provides funding and language establishing one-year fellowships for psychiatry residents who provide emergency psychiatric services.)
