Explanation
(This amendment provides an additional $4.1 million in general fund dollars each year for local government Comprehensive Services Act (CSA) administration. Local government administrative funding for CSA has not increased since 2000. Currently, the state provides $1.5 million general fund dollars annually for local government administration of CSA and budgetary language restricts local administrative funding to an amount equal to two percent of the fiscal year 1997 pool fund allocations, with a floor of $12,500 for administrative costs and a ceiling of $50,000 per locality. This level of administrative funding equates to less than one percent of the more recent pool fund expenditures which totaled $273.2 million in fiscal year 2005. Local administration of CSA is complex and demanding, and responsibilities have grown to require additional data collection, reporting, management and quality assurance activities over time.)
