"M.  The Office of Comprehensive Services, in cooperation with the Commissioner of Social Services, the State Executive Council, and the Department of Planning and Budget, shall establish a reasonable rate for the independent living stipend.  In establishing the rate, a 20 percent differential shall be added to the independent living stipend for Planning District 8."

Explanation
(This amendment adds funding and language to increase the independent living stipends provided to children in foster care in Planning District 8 by 20 percent. Stipends are provided to individuals aging out of the foster care system to assist with transitioning to independent living. The differential payment would recognize the higher cost of living in Planning District 8.)
