Page 250 , after line 7, insert:
"C.  The Secretary of Health and Human Resources shall develop and report on an Implementation Plan to determine the State agency that should be the lead agency responsible for serving individuals with autistic spectrum disorders (including whether the agency should serve individuals with any or all developmental disabilities). In completing the plan, the Secretary shall involve individuals with developmental disabilities and their families; interested stakeholder groups including Alliance for Cross-disability Empowerment, Arc of Virginia, local chapters of the Autism Society of America, Commonwealth Autism Services, Disability Action Committee, Faison School – Autism Center of Virginia, Parents for Autistic Children’s Education, Parents of Autistic Children, Partnership for People with Disabilities, Virginia Association of Centers for Independent Living, Virginia Association of Community Services Boards, Virginia Autism Council, Virginia Autism Resource Center, Virginia Institute of Autism, Virginia Network of Private Providers; and associations and organizations providing support coordination and/or other services under the Developmental Disabilities waiver, as well as such agencies as the Department of Education; Department of Health; Department of Medical Assistance Services; Department of Mental Health, Mental Retardation and Substance Abuse Services; Department of Rehabilitative Services; Governor’s Office on Community Integration of People with Disabilities; Office of Comprehensive Services; Virginia Board for People with Disabilities; Virginia Office of Protection and Advocacy; representatives of State universities; and others identified as being interested.  The Implementation Plan shall be provided to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees and the Joint Commission on Health Care by October 1, 2008."

(This amendment requires the Secretary of Health and Human Resources to develop an implementation plan for serving individuals with autism spectrum disorders and report its findings to the Governor and Chairmen of House Appropriations and Senate Finance Committees by October 1, 2008.)
