"b. The Department of Education shall provide $5,647,257 in the first year and $4,146,961 in the second year from the general fund to school divisions for a No Loss Payment.  In both years of the 2008-2010 biennium, no division shall receive less projected state funding than it is projected to receive in fiscal year 2008.  This payment is calculated based on the difference in the projected division distribution to be provided in fiscal year 2008 pursuant to House Bill / Senate Bill 29 as introduced and the projected division distributions to be provided in fiscal year 2009 and fiscal year 2010 pursuant to House Bill / Senate Bill 30 as introduced."


Explanation
(This amendment provides $5.6 million the first year and $4.1 million the second year from the general fund for a "No Loss" payment to school divisions. The payment will ensure that localities receive at least the same amount of funding in both years of the 2008-2010 biennium as they are projected to receive in House Bill 29, as introduced. Twelve localities would receive the $5.6 million No Loss payment in fiscal year 2009 and seven localities would receive the $4.1 million in fiscal year 2010.)
