"U.  Out of this appropriation, $1,989,000 from the general fund shall be made available to localities that the Board of Social Services has approved for higher reimbursement based on geographical groupings.  
V.  The Commissioner shall review the continued use of the three groupings used for TANF and Medicaid purposes.  This review shall evaluate the validity and accuracy of the current geographic groupings.  The Commissioner shall develop statewide standards, two-tiered standards of need, use of housing supplements and other methods including those used by other states, to account for substantial cost of living differentials.  The review and options shall be presented to the Chairmen of the House Appropriations and Senate Finance Committees and the Secretary of Health and Human Resources by October 1, 2007."


Explanation
(This amendment provides $2.0 million to increase TANF payments for recipients in the localities of Caroline, Fauquier, King George, Newport News, Spotsylvania and Stafford. This amendment also requires the Commissioner to review the current geographic groupings and present options to the Chairmen of the House Appropriations and Senate Finance Committees and the Secretary of Health and Human Resources.)
