"PPP.  The Department of Medical Assistance Services shall amend the State Plan of Medical Assistance Services to exempt foster care children who have earned income and who are between the age of 18 and 21 from income requirements for purposes of determining eligibility.  The Department of Medical Assistance Services shall implement this change effective July 1, 2007.  The Department shall have authority to implement this change prior to the completion of any regulatory process undertaken in order to effect such change."


Explanation
(This amendment exempts foster care children with earned income between the ages of 18 and 21 from income requirements, resulting in an increase in enrollment in Medicaid. Under current law, foster care children are determined eligible for Medicaid services on the basis of the old Aid to Families with Dependent Children (AFDC) standard. At that eligibility level, foster care children who earn more than $2,250 annually would no longer be eligible for health care services. This amendment would eliminate the income requirement for foster care children with earned income.)
