Explanation
(This amendment provides $1.0 million from the general fund in the second year to hold local Area Agencies on Aging harmless from funding losses due to the application of population data from the 2000 decennial census in distributing state and federal funds. The 2006 General Assembly approved $1.3 million each year for this purpose. However, the amount needed to hold local agencies harmless from a loss of funding was miscalculated, resulting in a loss of funding for 13 local agencies.)
