Page 412, following line 15, insert:
"D. The Board of Corrections, in reviewing the required community-based corrections plans, shall consider the current and projected numbers of offenders who are mentally ill, the proposed degree of cooperation with Community Services Boards or other mental health authorities or service providers, to assure a projected level of  mental health services and provision of specially-designed units that are appropriate for housing  such offenders.  The Department of Mental Health, Mental Retardation and Substance Abuse Services shall provide such assistance as may be required in carrying out such review.
E. For each jail project approved pursuant to this Item and to Sections 53.1-68 and  53.1-80 through 53.1-82,  Code of Virginia, the Board shall provide a report to the Governor, with copies to the Chairmen of the Senate Finance and House Appropriations Committees, of the number and type of beds approved, the capital cost, including the state share, the anticipated security and other staffing costs, any additional expenditures for community corrections and pre-trial release programs necessary to complement the number of secure jail beds so approved, the recommended provisions for jail mental health services, and the expected fiscal year in which such expenditures are expected to occur."

Explanation
(This amendment requires the Board of Corrections to consider the current and projected numbers of mentally ill offenders when approving new jail construction projects, and requires the Board to report on the scope of the project and the required capital and operating expenditures when jail projects are approved.)
