Page 333, after line 25, insert:
"PPP.  The Director of the Department of Medical Assistance Services, in cooperation with the Commissioner of the Department of Health, shall convene key state agency officials and stakeholders to develop a model plan for the use of civil monetary penalty funds to promote innovative approaches for improving the quality of care delivered in Virginia's nursing homes.  No later than September 1, 2007, a final report shall be issued to the House Committee on Health, Welfare and Institutions, and the Senate Committee on Education and Health as well as the Chairmen of the  Senate Finance and House Appropriations Committees."


Explanation
(This amendment requires the Department of Medical Assistance Services and the Department of Health to convene a group of agency officials and stakeholders to develop a plan to use funds deposited into the Civil Money Penalty Fund to improve the quality of care delivered in Virginia nursing homes. The initiative, to be called the Nursing Facility Quality Improvement Program, shall include the state Long-term Care Ombudsman, the Virginia Health Quality Center, the Virginia Health Care Association, the Virginia Association of Non-profit Homes for the Aging, the Alzheimer's Association, TLC4LTC, the Virginia Association of Personal Care Assistants, the Department for the Aging, the Virginia Association of Area Agencies on Aging, the Virginia Office for Protection and Advocacy, the Virginia Culture Change Coalition, the Office of the Inspector General, the Department of Mental Health, Mental Retardation, and Substance Abuse Services, and the Virginia Center on Aging.)
