Page 507, after line 32, insert:
"Any application to the State Corporation Commission wherein funds authorized to be appropriated under this act to approve or deny a request for new electric power transmission lines of 150 kv and above shall consider cost factors relating to the monetary effect and uses of such approval on the value of the land, homes, businesses or economic opportunities taken, damaged, or otherwise affected by such transmission line which is in the view shed of such overhead transmission line pursuant to JLARC Recommendation 4 of the November, 2006 study."
