"The State Corporation Commission may not use any of the funds authorized to be appropriated under this act to approve or deny a request for new electric power transmission lines of 150 kv and above without conducting or contracting for an independent, external study of the claims of proponents and opponents of such line pursuant to Recommendation 2 of the JLARC study of November, 2006."

(This amendment establishes guidelines for the State Corporation Commission to use in reviewing applications for the constructions of new transmission power lines that are 150 kv or more.)
