(This amendment provides funding and positions to improve the operations of the State Police Sex Offender Registry. House Bill 2749 requires that all convicted sex offenders register all email addresses and identifying names or "screen names" used in instant messaging and chat programs. Recording this information is designed to prevent sex offenders from using the Internet as a means of contacting potential victims. A companion amendment provides for the Woodrum impacts associated with the enhanced penalties included in the bill and the additional state correctional beds that may be necessary for violators.)
