Explanation
(This amendment provides $3.7 million the second year from the general fund to support the initial start-up costs for the Emergency Management Training, Analysis, and Simulation Center (EMTASC), which is located in Suffolk. The center was established as a joint effort of 15 federal contractors and Old Dominion University. The industry partners have already provided over $4 million in staff development. The goal of the EMTASC is to promote Hampton Roads as a "nexus" for simulation efforts and to have the center recognized as a Department of Homeland Security Center of Excellence.)
