Page 393, after line 5, insert:
"G.  Out of the amounts appropriated in this item shall be transferred $700,000 the first year and $700,000 the second year from the general fund to the Virginia Institute of Marine Science to study and verify the effectiveness of the Commonwealth's efforts to clean up the Chesapeake Bay and its tributaries."


Explanation
(This amendment transfers a portion of the general fund dollars committed during the 2006 Session of the General Assembly to assessing the effectiveness of the Commonwealth's actions in cleaning up the Chesapeake Bay directly to the Virginia Institute of Marine Science (VIMS). These funds were appropriated to the Department of Environmental Quality (DEQ) because that department is responsible for assessing the health of the Chesapeake Bay and Virginia's waters generally. It was was therefore determined that the department should have more control over determining which institutions of higher education may be in the best position to support its efforts than a single institution of higher education.)
