Explanation
(This amendment provides $1.5 million and 20 positions in the second year from nongeneral fund sources to assume full control from the Department of Health of the permitting, compliance assessment, and enforcement of Virginia's laws and regulations on the application of biosolids. Currently, the Department of Environmental Quality is responsible for the regulation of in-state generators of biosolids while the Department of Health is responsible for the regulation of out-of-state generators of biosolids. Pursuant to House Bill 2802, introduced during this Session, all components of the program would be administered by the Department of Environmental Quality.)
