Explanation
(This amendment provides additional funding in the second year to expand efforts through the Virginia Community Action Partnership (VCAP) to help eligible Virginia citizens to claim the federal Earned Income Tax Credit (EITC) on their federal tax returns through the Virginia Earned Income Tax Coalition. A 2005 study by the Joint Legislative Audit and Review Commission (JLARC) found that up to 66,000 low-income families in Virginia who receive social service benefits could have claimed about $170 million had they taken advantage of the EITC. VCAP has begun a marketing and taxpayer assistance program to close the gap in unused credits. Additional funding will be used to expand the outreach program to unserved areas of the state, expand marketing and training of tax assistance volunteers, and link the EITC program to other programs that help low-income families move to self-sufficiency. The 2006 General Assembly provided $230,000 each year over the biennium for this initiative.)
