Page 364, after line 15, insert:
"The Department of Social Services shall review the continued use of the three groupings of localities for purposes of TANF eligibility and benefits paid.  This review shall evaluate the validity and accuracy of the current groupings, the status of all petitions that have been filed by localities to change groupings placement, and the costs of all adjustments approved by the Board of Social Services but not yet implemented.  The Department shall develop options and estimate costs to update this policy, including consideration of a single statewide standard of need, two-tiered standards of need, use of housing supplements and other methods, including those used by other states, to account for substantial cost of living differentials.  The review and options shall be presented to the Chairmen of the House Appropriations and Senate Finance Committees and the Secretary of Health and Human Resources by October 1, 2007."


Explanation
(This amendment requires the Department of Social Services to review the current three tiered locality grouping structure which is used to set eligibility levels for TANF and some of the Medicaid eligibility groupings. The initial groupings were established several decades ago and the groupings may not be reflective of current cost of living levels.)
