Explanation
(This amendment provides additional funding to increase the personal needs allowance for Medicaid recipients residing in nursing facilities from $40 to $100 per month. The introduced budget provides $925,235 GF and $925,235 in matching federal Medicaid funds in the second year to increase the allowance from $30 to $40 per month. The amount of the personal needs allowance has not been raised in Virginia since 1988. Residents use the personal needs allowance to purchase personal items and services not covered by Medicaid, including toiletries, telephone charges, haircuts, cards, reading materials, clothing, etc. Approximately 70 percent of states have raised their allowance above the floor of $30 per month.)
