Explanation
(This amendment transfers $1.5 million and 20 positions in the second year from nongeneral funds from the Department of Health to the Department of Environmental Quality for the permitting, compliance assessment, and enforcement of Virginia's laws and regulations on the application of biosolids. Currently, the Department of Health is responsible for the regulation of out-of-state generators of biosolids while the Department of Environmental Quality is responsible for the regulation of in-state generators of biosolids. Pursuant to House Bill 2802, introduced during this Session, all components of the program would be administered by the Department of Environmental Quality.)
