Page 298, after line 4, insert:
"E.  Out of this appropriation, $500,000 the second year from the general fund shall be provided to the Old Dominion Emergency Medical Services Alliance (ODEMSA) for a regional demonstration project in Planning Districts 13, 14, 15 and 19 to implement state-of-the-art pre-hospital emergency cardiac care within two years.  The project will incorporate newly developed field based EKG/ECG technology, establish regional treatment standards, utilize designated hospitals for advanced cardiac care and provide appropriate training for pre-hospital and hospital care providers.  The demonstration project shall produce a validated cardiac treatment model which can be replicated in other areas of the Commonwealth.  Funding shall be matched by private or other public funds from participating hospitals, local governments, local Emergency Medical Services agencies, and others as appropriate.  The results of the demonstration project shall be reported to the Commissioner of Health, the Governor and General Assembly at the completion of the 2-year project."

(This amendment provides funding to begin a pilot project in Central Virginia to implement state-of-the-art emergency cardiac care to improve patient outcomes.)
