Page 286, after line 15, insert:
"D.  The Secretary of Health and Human Resources shall develop and implement no later than December 1, 2007, a pilot housing program to allow for the portability of auxiliary grants to pay for housing of consumers who receive case management services from a community services board or behavioral health authority and who are found eligible for or are currently receiving auxiliary grants.  The pilot program shall be developed in consultation with representatives of the assisted living industry, mental health organizations, community services boards, and behavioral health authorities.  In developing the pilot program, case managers shall be used to assist consumers in choosing and accessing their housing arrangements.  Priority shall be given to (i) consumers who are eligible for auxiliary grants but are unable to access assisted living facility beds in their communities, and (ii) consumers receiving auxiliary grants whose needs are not being met by their the current housing arrangements and who would benefit from choosing alternative arrangements that promote more focused recovery and independence.  The program shall be limited to serving 200 consumers."
