"3) This appropriation includes $1,000,000 the second year for the creation of a Center for Teacher Quality and Educational Leadership Center.  The Center will serve as a professional development facility that focuses on improving teacher quality and educational leadership through intensive, research-based, professional development for teachers and administrators in school divisions that have not met all of the standards for Virginia Standards of Learning accreditation and the requirements of No Child Left Behind Act.  The Center will be established as a collaborative partnership between public institutions of higher learning, local public school districts, and other appropriate private entities to provide training, appropriate, on-going follow-up to monitor the actual implementation of the training, and evaluation of training based on school improvement in accordance with Virginia Standards of Learning accreditation and No Child Left Behind standards."


Explanation
(This amendment provides $1,000,000 the second year from the general fund for the creation of a Center for Teacher Quality and Educational Leadership. Such a center would serve as a professional development center that focuses on improving teacher quality and educational leadership for public schools throughout the Commonwealth. The primary focus would be to provide intensive, research-based, professional development to teachers and administrators in schools and school districts struggling to meet the standards for Virginia’s SOL accreditation and the requirements of No Child Left Behind. The professional development training would include direct instruction from university and other professional staff in a school-based setting where the strategies and techniques are being successfully implemented with actual students. The school-based setting should involve an existing public school or schools that meet the following criteria:full state accreditation; at least 90 percent free or reduced lunch students; an achievement gap of less than 10 points for minority students compared to the state average for Caucasian students on the appropriate Standards of Learning assessments; and an expanded school day or school year program The Center would be a collaborative partnership between a public institution of higher education, a local public school district(s), and other appropriate private entities to provide the training, appropriate, on-going follow-up to monitor the actual implementation of the training, and evaluation of the training based on school improvement in accordance with Virginia SOL accreditation and No Child Left Behind standards. Funding for this initiative would come from the elimination of funding for the Algebra Readiness funding or from a reduction in the At-Risk funding.)
