"2) In apportioning the state and local share for the costs of providing an educational program meeting the Standards of Quality, beginning July 1, 2007, as provided in the appropriation act, the Department of Education will modify the formula that determines each locality's ability to pay for its share of providing an educational program meeting the prescribed Standards of Quality to incorporate within the real property tax value indicator of local wealth the land-use assessment value for those properties within a land-use plan pursuant to Article 4 (§ 58.1-3229 et seq.) of Chapter 32 of Title 58.1."


Explanation
(This amendment provides $57.6 million the first year and $59.5 million the second year from the general fund to fund the statewide financial impact of changing the composite index funding formula pursuant to House Bill 1702 and providing a hold harmless provision. Without the hold harmless provision, 85 school divisions would lose $28.0 million in state funding the first year and 84 school divisions would lose $28.5 million in state funding the second year. However, with or without the hold harmless provision, there would be 51 school divisions gaining $29.6 million the first year and 52 school divisions gaining $31.0 million the second year.)
